Translation of backend is finished.

Attachment is an installable package, contains both front-end and back-end(admin).

a little change at front-end: 位置 -> 地址

BTW, a tag "bug" found in line 221(back-end): <Font> --> <font>

I was not aware of it that, Simplified Chinese translation for 1.2 RC backend has now finished. It includes all the necessary functions like registration and many other functions. Joomla is the community builder of the 1.2 simplified Chinese translation which is great.
